Watts DEPUTY CITY CLERK: Leonora N. Sohl INTERIM ASSISTANT DIRECTOR: Dan D'Urso Chairman Thom called the Regular Meeting of the Anaheim Redevelop- ment Agency to order at 1:00 P.M. MINUTES: Approval of the minutes of Regular Meetings held July 13 and 20, 1976, and Adjourned Regular Meetings held July 1 and 14, 1976, was deferred one week. REPORT - FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY: Demands against the Anaheim Redevelopment Agency in the amount of $8,736.69, in accordance with the 1975 -76 Budget, were approved. STEERING COMMITTE' -C; REPORT: Chairman Thom reported that the Rede- velopment Steer: rig Committee has met several times with. the Village Center Project representatives, and their architect sub- mitted a schematic site plan rendering for the food market and ancillary buildings proposed for a ten -acre parce. Two other meetings have been held dealing primarily with housing. It was further reported that for three years, the Placen - tia Unified School District has been concerned about a loss of revenue to the District from those areas thereof which are within Redeve- lopment Project Alpha, and a recent meeting of Mr. Seymour and Mr. Thom with their Board of Trustees and staff culminated with the understanding that an agreement would be worked out for some compensation to the School District. Responding to question by Mr.. Kott, Mr. Thom advised that the School District apparently has lost between $750,000 and $800 over the past two years, and financial and legal con- sultants are working to determine what compensation can be made. The Redevelopment Agency's obligation is an ethical one. The City Attorney advised that the Agency is legally auth- orized to compensate the School District. Mr. Roth questioned whether there was any proposal to delete that portion of Redevelopment Project Alpha lying within the Pla- centia Unified School District from the redevelopment area. Mr. Thom replied in the negative, and noted that the com- pensation would not be a reimbursement, but rather the funding of some benefits to the School District. Mr. Seymour pointed out that the District would like to work out a long -term agreement; however it is the City's position that a short -term agreement be reached to settle recent losses, since any long -term arrangement would have to be based on the worth of the project and the amount of future tax increments, not yet determined. 76 -28 Anaheim Redevelopment Agency - Regular Meeting, July 27 1976 . Mr. Seymour further reported that two meetings were held relative to housing and the conservation thereof, during which discussions with the Housing Authority staff were held pertaining to potential programs for involvement, in an effort to save as much of the housing stock in the redevelopment area as possible. The second meeting included representatives from the Project Area Coe , .?rry.i.ttee (PAC) and the DATA organization, and it was generally that the current direction of the redevelopment effort is app ,z. )priate. The groups will work together with the Steering Co.,:iittee and Redevelopment Agency Members in an effort to insure a substantial turnout at the program scheduled to be shown at the Central Library Wednesday, August 4, 1976, at 7:30 P.M. This is a program emanating from Washington, D.C., which embodies an approach to public involvement to develop a consensus as to what a programs would be most valuable to particular neighbor - ho o<:� • . to conclusion, Mr. Seymour advised that a meeting was sch:>:�__led July 28, 1976, with businessmen to discuss the roles th(-­ would expect to play in redevelopment; in addition, inter- had been scheduled during the first week in August to select anew Executive Director. Responding to question by Mr. Kott, Mr. Seymour reported that regarding the business aspects of redevelopment, he had assured the PAC and DATA representatives that his interpretation of the Agency view of the redirection in the redevelopment ta:aL there needs to be'a proper balance commercial along with the re- emphasis on housing, with a de- emphasis on tourist - oriented facilities. He noted, however, that a proposed commercial office on the westerly portion of the downtown project area is still viable and will be pursued. In summary, Mr. Thom stated that progress is being made, and recommendations will be brought to the Agency for action within a.L�sroximately sixty days.
