Talley CITY ATTORNEY: William P. Hopkins SECRETARY: Linda D. Roberts EXECUTIVE DIRECTOR: Norman J. Priest Chairman Thom called the regular meeting of the Anaheim Redevelop- ment Agency to order. MINUTES On motion by Mrs. Kaywood, seconded by Mr. Thom, the minutes for the regular meeting held January 25, 1977, were approved. Mr. Seymour temporarily absent. MOTION CARRIED. Approval of the minutes for the adjourned - regular meeting held January 27, 1977, was deferred one week. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $104,131.39, in accordance with the 1976 -77 Budget, were approved. SHAPELL GOVERNMENT HOUSING, INC. _ PRELIMI CONSTRUCT DRAWINGS In accordance with the Development and Disposition Agreement between Shapell and the Agency providing for the approval of preliminary and final construction plans, Executive Director. Norman J. Priest pre- sented and recommended approval of the preliminary construction draw- ings for Shapell Government Housing, Inc. (Mr. Seymour entered at 1 :02 p.m.) Subject plans were reviewed by the Redevelopment Commission and for- warded to the Agency for action. Mr. Priest noted that the Commission did express concern with only one elevator in each building and felt it would be helpful to have some means of access from one building to another,but was not sure that it would be economically feasible. Mr. Priest indicated that proposed plans were posted on the wall in the Chamber and noted that Mr. Robert Coles, Design Consultant, and Mr. Christopher Jones, Architect, were present on behalf of Shapell to answer any questions. i7 -12 ANAHEIM REDEVELOPMENT AGENCY February 1, 1977 - 1:00 p.m. Al In reply to questions of Agency Members, Mr. Robert Coles noted that sound attentuation received a lot of attention from the HUD staff and that patios and windows have an additional glass top balcony railing to reflect sound and at the same time provide the visibility desired. As to the modification of plans, he dis- couraged any substantial design changes as proposals are submitted to HUD on a competitive basis, HUD is. limited and quite specific in their selection, and there are limited number of dollars involved. The developer and HUD are somewhat committed to the proposal as submitted and he recommended that in the interest of all concerned the Agency should.stay close to the original submission. As to the economics of the building relative to the rental schedule approved by HUD, Mr. Christopher Jones replied that the rent of $236 per month includes utilities and the necessary amount of money to make the job operational. He noted that the rents are based on market limitations by area, as well as guidelines set by HUD. He commented that at this point, he did not know if any added improve- ments to the plans would increase the rent or if the market for this area would permit a rent increase. Mr. Coles added that, based on his own experiences and attempts to obtain rent increases for similar projects, he did not feel that there was a chance nor were there any regulations at the present time that would permit it. He encouraged the Agency to work within that amount allocated by HUD and spoke highly of what the Section 8 Housing Program offers the senior citizens in the way of decent living and protection against unreasonable *-■► or unwarranted rental increases. There being no further questions, Mr. Seymour moved to approve the preliminary construction drawings for Shapell Government Housing, Inc. Mrs. Kaywood seconded the motion. MOTION CARRIED. DESIGNATION OF THE EXECUTIVE DIRECTOR TO REVIEW AND APPROVE RELOCA- TION ASSISTANCE PAYMENTS In an effort to provide relocation assistance and payments to displacees as quickly as possible and to protect their confidentiality, Mr. Priest recommended that the Executive Director be declared designee for reviewing relocation assistance claims and approving payment of all claims up to $15,000. The Anaheim Redevelopment Commission has recommended approval. %. i3 ANAHEIM REDEVELOPMENT AGENCY - February 1, 1977 - 1 p. Mr. Priest noted that additional claims over $15,000 would be brought to the Agency for action with a claim number only, a method devised in order to protect confidentiality of applica- tions and records as specified by Community Redevelopment Law. In answer to question of Mr. Kott, City Attorney William P. Hopkins noted that should a new Executive Director ever be appointed and the Agency so desired, this Resolution could be rescinded. Mr. Seymour offered Resolution No. ARA77 -7 for adoption: RESOLUTION NO. ARA77 -7 : A RESOLUTION OF THE ANAHEIM REDEVELOP- MENT AGENCY DESIGNATING THE EXECUTIVE DIRECTOR TO REVIEW RELOCA- TION ASSISTANCE CLAIMS AND TO APPROVE RELOCATION ASSISTANCE PAYMENTS.
