Hopkins SECRETARY: Linda D. Roberts EXECUTIVE DIRECTOR: Norman J. Priest Chairman Thom called the regular meeting of the Anaheim Redevelopment Agency to order. F1 MINUTES On motion by Mrs. Kaywood, seconded by Mr. Roth, the minutes for the regular meetings held March 8 and 15, 1977, were approved. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $112,1 24.75, in accordance with the 1976 -77 Budget, were approved. AUTHORIZATION FOR PAYMENT OF CONSULTING SERVICES - WILBUR.SMITH AND ASSO Mr. reported his findings on the overrun of $4.,892.84 incurred on a contract with Wilbur Smith and Associates, Inc. wherein maximum fee was stipulated at $35,500.00 for consulting traffic analysis services. He recommended that payment of that over- run be authorized in that he felt the contractor and Agency Staff at that time did perform in good faith and the additional services were received. In reply to questions by Mr. Kott, Mr. Priest further noted that the additional expenditures were authorized by the Agency Director at that time, who had the authority to authorize such work under the contract, and was not aware that the maximum contract amount had been exceeded; and that the additional services were needed and performed in a quality and satisfactory manner. Mr. Kott indicated that he felt the contractor should be bound by the contract and should have obtained the authority to charge more for additional services. 77 -33 ANAHEIM REDEVELOPMENT AGENCY - March 22, 1977- 1:00 P.M. Following clarification by Mr. Priest as to the effect of the staff re- direction policy on this overrun, Mr. Seymour commented that it would indicate there was some confusion in the department during that time and as a result, an oversight did occur on behalf of the contractor as well as Agency staff. He felt that if the contract had been brought before the agency for an amendment, there would have been no problem with approval. Since the work has been perform- ed satisfactorily, the City is benefiting from and utilizing such information and the additional cost is reasonable, he believed pay- ment should be approved. Mr. Seymour, thereupon, moved to authorize payment of $4,892.84 to Wilbur Smith and Associates for consulting traffic analysis services. Mr. Thom seconded the motion. Mr. Kott voted "No ". MOTION CARRIED. ADJOURNMENT There being no further business before the Anaheim Redevelopment Agency, Mrs. Kaywood moved to adjourn. Mr. Roth seconded the motion. MOTION CARRIED.
