Hopkins SECRETARY: Linda D. Roberts EXECUTIVE DIRECTOR: Norman J. Priest Chairman Thom called the regular meeting of the Anaheim Redevelop- ment Agency to order. MINUTES: Approval of the minutes for the regular meetings held July 19 and August 9, 1977, was deferred one week. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of 263,519.49, in accordance with the 1977 -78 Budget, were approved. 161.123: AWARD OF EXCLUSIVE RIGHT TO NEGOTIATE - VILLAGE CENTER SHOPPING CENTER In accordance with the recommendation of the Com- munity Redevelopment Commission, Mr. Priest recommended that the exclusive right to negotiate for the development of the Village Center Shopping Center be awarded to W & D Commercial Properties, Inc. for a 90 -day period. He reported that proposals had been received from six prospective developers and were reviewed individually by the Commission. In answer to questions by Mr. Seymour as to the need for a 90 -day time period, Mr. Priest replied that the Agency can indicate any length of time they choose for a negotiating period,but that there are specific steps to be accomplished in this process and that attempts would be made to conclude those steps as quickly as possible. Mr. Dicker of W & D Commercial Properties, Inc. was present and also spoke on the necessity to establish a reasonable time schedule in order to properly consummate an agreement for this type of develop- ment. 77 -90 ANAHEIM REDEVELOPMENT AGENCY - AuMust_16_ 197 00 P.M. Mr. Seymour expressed his concern based on past negotiations with developers which did extend over a considerable period of time prior to termination. He noted that this particular project has been under deliberation for sometime already and subject to public exposure and criticism. Mr. Dicker felt that neither the City nor the developer would want to penalize themselves or the project by moving ahead too quickly and felt that the 90 -day period was a reasonable time schedule. He further added that two major tenants have expressed to staff their desire to work with W & D on this project and that six months is a reasonable construction period. Mrs. Kaywood commented that she would not like to see something slapped together as a result of any time limitations. Mr. Seymour concurred but stated he just wanted to be sure that every step would be taken as soon and as quickly as possible. In accordance with the recommendations of the Community Redevelop- ment Commission, Mrs. Kaywood moved to authorize preparation of an Exclusive Right to Negotiate Agreement with W & D Commercial Pro- perties, Inc. for Village Center Shopping Center for a 90 -day period. Mr. Seymour seconded the motion. MOTION CARRIED. 161.123: GENERAL BUILDING SERVICES, INC. AGREEMENT Following recommendation of the Executive Director.for approval of an agree-' ment with General Building Services, Inc. for janitorial services Wa% at 211 East Lincoln Avenue, Mr. Roth offered Resolution No. ARA77 -63 for adoption. RESOLUTION NO. ARA77 -63 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT WITH GENERAL, BUILDING SERVICES, INC., AND AUTHORIZING AND DIRECTING THE CHAIRMAN AND SECRETARY TO EXECUTE SAID AGREEMENT. Roll Call Vote: AYES: AGENCY MEMBERS: Kaywood, NOES: AGENCY MEMBERS: None ABSENT: AGENCY MEMBERS: None Seymour, Kott, Roth and Thom The Chairman declared Resolution No. ARA77 -63 duly passed and adopted. 77 -91 ANAHEIM REDEVELOPMENT AGENCY - August 16,,_ 1977 - 1:00 P.M. 161.123• PROPOSED AGREEMENT - COAST ELEVATOR COMPANY Following recommendation of the Executive Director, Mr. Kott moved to authorize preparation of an agreement with Coast Elevator Company for elevator maintenance at the E1 Camino Bank Building, 211 East Lincoln, with same level of insurance coverage and monthly fee as in the past. Mr. Roth seconded the motion. MOTION CARRIED. ADJOURNMENT: There being no further business before the Anaheim Redevelopment Agency, Mr. Kott moved to adjourn. Mrs. Kaywood seconded the motion.
