Hopkins SECRETARY: Linda D. Roberts EXECUTIVE DIRECTOR: Norman J. Priest Chairman Thom called the regular meeting of the Anaheim Redevelopment Agency to order. MINUTES On motion by Mr. Roth, seconded by Mr. Kott, the minutes of the regular meeting held January 31, 1978, were approved. Mrs. Kaywood absent. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $66,904.77, in accordance — with the 197/-78 Budget, were approved. MONTHLY STATUS REPORT - COMMUNITY DEVELOPMENT DEPARTMENT - FEBRUARY On motion by Mr. Seymour, seconded by Mr. Kott, the Monthly Status Report summarizing the activities of the Community Development Department during the month of February, 1978, was received and filed. Mrs. Kaywood absent. MOTION CARRIED. 161:153: ESTABLISHMENT OF NEW POSITIONS Recommendation from Norman Priest that two new positions be established,(Real Estate Disposition Manager and Neighborhood Development Coordinator), was submitted for Agency consideration. Mrs. Kaywood entered Council Chamber.(1:05 P.M.) Mr. Kott indicated that he would feel more comfortable with this proposal to establish new positions if a time limit were placed on the positions themselves, i.e.,that they expire in 24 months. He felt this would be particularly appropriate since the new positions, as described,are highly specialized in nature and therefore have some temporary connotation to them. Mr. Priest responded that redevelopment itself is by definition an interim or temporary kind of activity. He voiced the opinion 78 -52 ANAHEIM REDEVELOPMENT AGENCY - MARCH 28,1978 - 1:00 P.M. that placing a time limit on the positions would have a limiting effect on recruitment for same. On motion by Mr. Seymour, seconded by Mr. Thom, the establishment Of two positions, in the Community Development Department, of Real Estate Disposition Manager and one additional Neighborhood Development Coordinator, with appropriations for same in the 1977- 78 Budget, were authorized as recommended. Mr. Kott voted "No." MOTION CARRIED. 161.149: FUNDS FOR PARKING AND VEHICLE CIRCULATION STUDY - LIBRARY AND POLICE DEPARTMENT: Recommendation tat the Agency approve ex- penditure of 3,150 for a portion of the costs to study the parking and vehicle circulation needs and improvements at the Library and Police Department was submitted by Mr. Priest. He further advised that this study is intended to be performed by Wilbur Smith and Associates, under guidance of City Staff. On motion by Mr. Thom, seconded by Mr. Seymour, the expenditure of $3,150 for payment of a portion of the costs of the study was authorized and Staff directed to prepare the appropriate resolutions and related documents. Mr. Kott voted "No." MOTION CARRIED. ADJOURNMENT There being no further business to come before the Anaheim Redevelopment Agency, Mr.Seymour moved to adjourn. Mr. Roth seconded the motion.
