Maddox COMMUNITY DEVELOPMENT ACCOUNTANT: Roy Shumway Chairman Thom called the Regular Meeting of the Anaheim Community Development Commission to order at 1:00 P.M. for the purpose of sitting as the Anaheim Redevelopment Agency and the Anaheim Housing Authority. MINUTES On motion by Commissioner Kaywood, seconded by Commissioner Seymour, minutes of the Regular Meeting held January 20, 1976, were approved. Commissioner Sneegas abstained from voting to.the motion. MOTION CARRIED. REPORT - FINANCIAL DEMANDS AGAINST THE COMMUNITY DEVELOPMENT COMMISSION: Demands against the Redevelopment Agency and the Housing Authority, in the amounts of $3,625.65 and $1,220.49 respectively, in accordance with the 1975 -76 Budget, were approved. I. ANAHEIM REDEVELOPMENT AGENCY The following matter was considered by the Anaheim Redevelopment Agency: STORM DRAIN PROJECT NO. 1 - AMENDMENT TO AGREE WITH CI TY OF ANAHEIM Interim Assistant Director - Redevelopment Dan D'Urso briefly outlined a proposed amendment to an agreement between the Redevelopment Agency and the City of Anaheim which authorized the construction of drainage facilities in the Anaheim Canyon Industrial Area by the City with funding by the Redevelopment Agency (said agreement was'authorized .December 9, 1975, by Resolution.No. CDC75 -54, and made provision for amendment by motion to allow flexibility). He reported that the Community Redevelopment Commission has reviewed and approved the pro- posed amendment which would effect a change in the order of construc- tion project sequence, as set forth in Exhibit B and illustrated on map marked Exhibit A (copies furnished each;Commissioner). The proposed changes were the result of coordination by the Com- munity Development Department afd City Engineer's Office, and one of the basic reasons for the amendment was that when the master plan for the areawas prepared a five -year program was contemplated; however th•=•, program is now projected to be accomplished over a two -year period. City Engineer James P. Maddox pointed out that the Orange County Sanitation District was commencing some construction in La Palma Avenue from Grove Street east to Imperial Highway, and beyond. This project would include a portion of the City's storm drain projects numbered 1 and 2 on the amended list. Commissioner Sneegas questioned whether the Sanitation District project would be completed, only to have the street immediately torn up again for the City projects. He expressed concern for businesses at the intersection of La Palma and Tustin Avenues, particularly the service station which depends on access from streets for business. 76 -15 Community Development Commission Minutes - February 3, 1976 P.M. He called attention to typographical error in his report dated January 23, 1976, advising that in the recommendation and in the second paragraph below, the number 16 should replace 15. Commissioner Kaywood inquired whether it was possible to work with other districts where two or more projects were contemplated within the same street, so that cooperation could be effected and duplication of work avoided. Mr. Maddox pointed out the difficulties which could arise in such an arrangement, such as when attempting to pinpoint responsi- bility for any problems resulting from construction. In some cases, simultaneous construction could result in the entire width of a street being closed during construction, inasmuch as two separate facilities cannot occupy a common trench. In response to question by Commissioner Seymour, Assistant City Manager William 0. Talley stated he had previously suggested requir- ing street cut permits for any entity which needs to excavate for construction or maintenance /repair work, thereby giving the City an opportunity to coordinate any projected work. The two projects under discussion, however, were separate contractors who would be working in different portions of the same street. Mr. Maddox noted that although the Sanitation District would be required to replace the permanent paving over their excavation, that area would be in a different portion of the street from the City's storm drain installation and at a lower level. In reply to Commis - sion questioning, he explained that drainage facilities cannot be installed one over the other, due to the need for access for main- tenance and repairs. He pointed out that the two projects would intersect only at crossings and some parallel areas. City Attorney Alan Watts noted that the problem was compounded by the fact that two political jurisdictions were involved, each with its own legal restrictions. However, this was'not to -s'ay that an attempt -could not he made to combine projects. Commissioner Seymour expressed the opinion that a great deal could be accomplished between bureaucracies to insure that streets are not under constant repair. He thereupon moved that the amendment to the agreement between the Redevelopment Agency and the City of Anaheim be approved as proposed. Commissioner Kaywood seconded the motion. MOTION CARRIED. There being no further business before the Anaheim Redevelopment ,.... Agency or the Anaheim Housing Authority, Chairman Thom entertained a motion to adjourn the Community Development Commission.
