Roberts COMMUNITY DEVELOPMENT DIRECTOR: Knowlton Fernald INTERIM ASSISTANT DIRECTOR - REDEVELOPMENT: Dan D'Urso ASSISTANT DIRECTOR- PLANNING: Don McDaniel ASSOCIATE PLANNER: Phillip Schwartze Chairman Thom called the Regular Meeting of the Anaheim Community Development Commission to order at 1:00 P.M. for the purpose of sitting as the Anaheim Redevelopment Agency and the Anaheim Housing Authority. MINUTES On motion by Commissioner Kaywood, seconded by Commissioner Seymour, minutes of the Regular Meeting held February 24, 1976, were approved. Commissioner Sneegas absent. MOTION CARRIED. k � REPORT - FINANCIAL DEMANDS AGAINST THE COMMUNITY DEVELOPMENT COMMISSION: Demands against the Redevelopment Agency and the Housing Authority, in the amounts of $1,476.07 and $1,09,5.27 respectively, in accordance with the 1975 -76 Budget, were approved. I. ANAHEIM REDEVELOPMENT AGENCY The following matter was considered by the Anaheim Redevelopment Agency: ANAHEIM INTRACITY TRANSPORTATION SYSTEM STUDY - SEL ECTION O F CONS At the regular meeting held December 23, 1975, the Redevelopment Agency accepted a modified "Request for Proposals" (R.F.P.) for con- ducting an Anaheim Intracity Transportation System Study and.Analysis, including a funding ratio of 75% to 25% for the Redevelopment Agency and the City of Anaheim, respectively (See Minute Page 75 -135). (Commissioner Sneegas entered the meeting, 1:03 P.M.) Mr. McDaniel, Assistant Director - Planning, summarized the report received February 19, 1976, from the Planning and Community Develop- ment Departments, advising that Requests for Proposals had been sent to seven firms, two of which responded by January 30, 1976: Parsons, Brinkerhoff, Quade and Douglas, Inc. and Wilbur Smith & Associates. Both proposals, together with review analysis sheets, were forwarded to the ad -hoc review committee comprised of Commissioners from the Redevelopment Agency, Community Redevelopment Commission and City Planning Commission, and representatives of the Intermode Committee, Community Development Department and Planning Department. At a subsequent committee meeting on February 13, 1976, oral presentations were made by representatives of both firms, and Parsons, Brinkerhoff, Quade and Douglas, Inc. was unanimously selected by the committee. On February 18, 1976, the Community Redevelopment Commission reviewed the recommendation and unanimously recommended to the Redevelopment Agency that said firm be selected. 76-22 Community Development Commission Minutes - March 2, 1976, 1 00 P.M. Anaheim Redevelopment Agency, Continued: On the recommendations of the Planning and Community Develop- ment Departments, Commissioner Seymour moved that the firm of Parsons, Brinkerhoff, Quade and Douglas, Inc. be selected to under- take a study entitled "Anaheim Intracity Transportation System - Multimodal Transportation Center and Disneyland /Convention Center/ Stadium to Downtown Feeder- Connector Link ", and that the staff be instructed to negotiate a contract with said firm to perform the study. Commissioner Thom seconded the motion. MOTION CARRIED. AMERICAN SPACE INSTITUTE AGREEMENT: Copies of the agreement with American Space Institute for exclusive right to negotiate for the development of property within Redevelopment Project Alpha were sub- mitted to each Commissioner for information. (Previously authorized, December 23, 1975.) SOUTHERN CALIFORNIA JOURNAL OF COMMERCE ARTICLE - ANAHEIM REDEVELOP- MENT PROGRAM: Mr. Fernald noted that copies of an article about Anaheim's Redevelopment Program, contained in the Southern Califor- nia Journal of Commerce, has been distributed for information of the Agency members. NEWSLETTER, COMMUNITY DEVELOPMENT DEPARTMENT: Copies of the Community Development Department's first newsletter, entitled "Alpha Update ", were submitted for information of the Agency members, and Mr. Fernald reported that this would be sent to all residents of the Redevelop - ment Project Alpha area. and to a selected mailing list outside the project area. There being no further business before the Anaheim Redevelopment Agency or the Anaheim Housing Authority, Chairman Thom entertained a motion to adjourn the Community Development Commission. ADJOURNMENT: Commissioner Seymour moved to adjourn. Commissioner Kaywood seconded the motion. MOTION CARRIED. ADJOURNED: 1 :06 P.M. ALONA M.
