ARA 2008/09/30ANAHEIM REDEVELOPMENT AGENCY REGULAR MEETING OF SEPTEMBER 30, 2008 The Anaheim Redevelopment Agency met in regular session in the Chambers of Anaheim City Hall located at 200 South Anaheim Boulevard. Present: Chairman Curt Pringle, Agency Members: Lorri Galloway, Bob Hernandez, Lucille Kring and Harry Sidhu Staff Present: City Manager Dave Morgan, City Attorney Jack White, and Secretary Linda Andal. A copy of the agenda for the meeting of the Redevelopment Agency was posted on September 26, 2008 on the kiosk outside City Hall. At 5:41 P.M., Chairman Pringle called the meeting of the Anaheim Redevelopment Agency to order for a joint public comment session with the Anaheim City Council and the Anaheim Housing Authority. ADDITIONS/DELETIONS TO THE AGENDA: None PUBLIC COMMENTS: No comments offered during the joint public comment session related to the Agency agenda. CONSENT CALENDAR: The consent calendar was considered at 7:06 P.M. with Agency Member Hernandez removing Item No. 1 for further discussion. Agency Member Kring moved to approve the balance of the consent calendar, seconded by Agency Member Galloway. Roll Call Vote: Ayes - 5; Chairman Pringle, Agency Members: Galloway, Hernandez, Kring and Sidhu. Noes - 0. Motion Carried. 2. Approve minutes of the Redevelopment Agency meeting of September 16, 2008. END OF CONSENT: 1. Approve in substantial form and authorize the Executive Director to execute and 5333 administer the Affordable Housing Agreement with the Housing Authority and Integrity Housing, L.P. for the Integrity Housing Affordable Special Needs Housing Project (Related to Housing Authority Item No. 03; Continued from meeting of September 16, 2008, Item No. 06). Elisa Stipkovich, Director of Community Development, reported Item No. 1 was an affordable housing agreement between the Agency, the Housing Authority and Anaheim Supportive Housing for Senior Adults (ASHSA). The developer, ASHSA, acquired and would rehabilitate and convert an existing 53-unit motel formerly called the Economy Inn to 48 studio units for tenants with developmental disabilities. She stated no city funds were involved, however the City was committing 48 Section 8 housing vouchers for the project and would also commit that should those vouchers be eliminated in 10 years, the Agency would create an account that could be called on as a guaranty for rental subsidy in the transition period after that time frame from years 10-15. The basic commitment, she explained, was Anaheim Redevelopment Agency Minutes of September 16, 2008 Page 2 of 2 an agreement stating these units would be affordable for 55 years and should it be needed in ten years, the Redevelopment Agency would supply additional rental subsidy. Council Member Hernandez pointed out the Economy Motel had been aone-story motel which fell into disrepair and rapidly deteriorated into a blighted situation and that Integrity Housing saw the potential of this site in addressing the needs of disabled persons. He wanted the community to be aware of this effort and moved to approve Item No. 1, seconded by Agency Member Kring. Roll call vote: Ayes - 5; Chairman Pringle, Agency Members: Galloway, Hernandez, Kring and Sidhu. Noes - 0. Motion Carried.
